Be Wattsmart and save on duct sealing. When energy is lost through duct surfaces, heating and cooling equipment has to work harder to make up for the loss. As a result, you could be spending too much money to maintain comfort. Duct sealing can cut those heating and cooling costs by 30 percent.

Choose a Qualified Trade Ally from the Wattsmart® Vendor Network

  • The Wattsmart® Vendor Network (Network) is a collaboration between Pacific Power and local contractors, distributors, manufacturers, engineers, architects, and other Vendors to promote sales and incentives for the installation of energy-efficient equipment. 
  • Customer must hire a contractor who is a qualified Trade Ally from the Wattsmart® Vendor Network. Projects completed by contractors not on this list are not eligible for this incentive. 

    Ensure the Home Qualifies

    • Residential electric customers residing in the state of Washington who purchase their electricity from Pacific Power on rate schedules 16, 17 and 19 qualify. Landlords who own rental properties served by the company in the state of Washington where the tenant is billed on rate schedules 16, 17 and 19 also qualify for this program. You can locate your rate schedule on your bill or by calling 1-888-221-7070. Incentive checks are only issued in the name of the Pacific Power account holder.  
    • Must be an existing single-family or manufactured home, multifamily or new construction is not eligible for this incentive. 
    • Home’s primary heat source must be either a ducted heat pump or an electric forced air furnace, Primary heating sources that are gas, oil, propane, wood, or other non-electric sources do not qualify. 
    • Must have a minimum of 10 linear feet of exposed ductwork located in unconditioned space. 
    • Existing ducts must be unsealed. 

    Duct Sealing Requirements 

    • To qualify for the standard incentive, all physically accessible ducts located in unconditioned space must be sealed. 
    • To qualify for the Advanced Duct Sealing incentive, duct leakage to outside must be less than 60 CFM25 for homes larger than 1,500 sq.ft. For smaller homes, duct leakage must be less than 4 percent of the home’s total square footage. 
    • Work completed must comply with all building codes and standards. 
    • A functioning carbon monoxide alarm is required when a combustion appliance is present within the confines of the structure. 

    Additional Program Requirements:

    • Application and supporting documents must be submitted within 180 days of purchasing your new energy-efficient product. 
    • Incentive may not exceed the total cost of the project. 
    • Please allow six weeks plus mail service time for delivery of your incentive check after we receive your approved application and receipt. 

    Required Documents:

    • Incentive Application, completed and signed, if mailing, please make copies for your records and note the date mailed on the application. 
    • Itemized Receipt: 

    – Date work initiated
    – Date work completed
    – Retailer and/or Trade Ally business name
    – Product and/or installation costs (materials, labor, service)
    – Model numbers 

    • Third Party Payment Addendum, for applicants who would like to forward payment to a third party not listed on the utility account. 
    • IRS W-9, for any businesses and non-individual customers, including landlords, applying for incentives. 

     

    Incentives are associated with the Wattsmart® Homes program January 1, 2026, tariff filing approved by the Washington Utilities and Transportation Commission. All incentives are subject to change with 45 days notice. Additional terms and conditions may apply.

    Direct Install Duct Sealing – 

    Pacific Power is offering qualifying customers a ductwork system inspection to identify and seal leaky ducts in electrically heated single-family homes completely free of charge. Ductwork in single-family homes may leak up to 30 percent of heated air into the crawl space, costing the average customer up to $150 per year on energy bills. Through our Wattsmart® Homes program, this service is available at no cost for a limited time only to owners and tenants of electrically heated single-family homes using heat pumps or electric forced air furnaces. Work will be performed on a first-come, first-served basis.

    To Qualify, the Customer Must:

    • Be a residential Pacific Power customer.
    • Have ducted electric heat serving at least 80 percent of the home’s conditioned living space.
    • Ducts must be in the attic or crawl space.

    Free Services Include:

    • Testing your ductwork performance and leakage.
    • Sealing air leaks in your ductwork.
    • Sealing crossover ducts and connections and replacing them if necessary.
