Pacific Power offers builders the opportunity to reveive cash incentives for including high-efficiency products and features in new single-family and manufactured homes. Stand out and show your commitment to quality with homes that deliver superior comfort, greater durability and lower energy costs.

Interested builders should contact the program through the Home Energy Savings website.

 The builder will be informed of the program specifics and connected with a CABEC Certified Energy Analyst who assists the builder in determining project eligibility, modeling, and testing. 

 The CABEC Certified Energy Analyst would provide the preliminary modeling results using EnergyPro modeling software to estimate energy savings vs. the 2016 building code standard. EnergyPro gives an estimate of the “percent above California energy code” from which rebate rates and amounts are calculated. Because EnergyPro is used statewide, the software is updated with the changing building codes. EnergyPro shows as optional measured inputs from Duct and building tightness testing. Current California building code (2016) does require duct blaster testing for all homes with ductwork, but does not require a blower door test. So, blower door testing is an additional charge for the builder if they wish to participate in the program. For qualifying homes the incentives are as shown in the Qualification & Incentives section below.

*Incentive is available to either the homeowner or the builder, not both

Ensure the home qualifies:
  • Home must be new construction
  • Work completed must comply with all building codes and standards
Ensure service qualifies:
  • Must be at least 15% or better than the current California’s prevailing Building Energy Efficiency Standards (Title 24)
  • All equipment and services must meet all individual program requirements in the California Technical Specifications Manual
Include documented proof of permit closure by local building authority  for any air conditioning or heat pump installation
Required documents:
  • New Homes Whole Home Performance Path Application, completed and signed
  • A copy of the home’s modeling completed by an independent third party must be provided. If using a different modeling software please contact the program for approval prior to application
  • Third Party Payment Addendum for applicants who would like to forward payment to a third party not listed on the utility account
  • IRS W-9 Form, if applicable**

Customer Eligibility

Residential electric customers residing in the state of California who purchase their electricity from Pacific Power on rate schedules D, DL-6, DS-8, DM-9 or NEM-35 qualify. Landlords who own rental properties served by the company in the state of California where the tenant is billed on rate schedules D, DL-6, DS-8, DM-9 or NEM-35 also qualify for this program. You can locate your rate schedule on your bill or by calling 1-888-221-7070. Incentive checks are only issued in the name of the Pacific Power account holder.

How to Apply

If the customer is applying for the incentive:

  • At time project completion, customers should receive from their contractors:
    • Completed and signed trade ally section of the incentive application
    • Completed and signed technical worksheet, if applicable
    • Itemized invoice/receipt and any other required documentation
  • Submit all required paperwork and documentation to the program
  • The home must pass an inspection before the incentive can be approved
  • In the case of the missing information, please work with your contractor to provide any missing documentation back to the program
  • Note the 90 days from service completion date postmark requirement

If the trade ally is applying for the incentive:

  • Complete and sign the incentive application
  • Complete and sign technical worksheet, if applicable
  • Submit itemized invoice/receipt and any other required documentation
  • The home must pass an inspection before the incentive can be approved
  • In the case of the missing information, please work with your contractor to provide any missing documentation back to the program
  • Note the 90 days from service completion date postmark requirement
