Ensure the Home Qualifies
- Residential electric customers residing in the state of Washington who purchase their electricity from Pacific Power on rate schedules 16, 17 and 19 qualify. Landlords who own rental properties served by the company in the state of Washington where the tenant is billed on rate schedules 16, 17 and 19 also qualify for this program. You can locate your rate schedule on your bill or by calling 1-888-221-7070. Incentive checks are only issued in the name of the Pacific Power account holder.
- Home must be a new manufactured home.
- Work completed must comply with all building codes and standards.
New Manufactured Home Requirements
- Must be new, not pre-owned, manufactured home purchased from a participating manufactured home retailer/dealer.
- New NEEM 2.0 homes must meet all compliance guidelines set forth by the Northwest Energy Efficient Manufactured (NEEM) Housing Program for NEEM 2.0 manufactured homes.
- New NEEM 1.1 and ZERH home must meet NEEM 1.1 compliance guidelines and DOE Zero Energy Ready homes Manufactured homes National program Requirements.
Standalone Heat Pump Requirements
- Standalone measure may not be combined with new manufactured home incentives.
- Equipment must be a central heat pump or inverter-driven ductless heat pump with minimum 7.7 HSPF2 (8.5 HSPF) and nominal heating capacity 9,000 Btu/hr.
- Heat pump must be the current primary heat source, ductless heat pumps must be installed in the primary living space.
- Heat pump must be installed within one year of the home sitting, for heat pumps installed after the first year, incentives can be found here.
Additional Program Rules
- Application must be submitted within 180 days of purchasing your new energy-efficient product.
- Incentive is not to exceed price paid.
- Incentive will be paid after the home has been confirmed to be on a qualifying rate schedule.

- Application, completed and signed, if mailing, please make copies for your records and note the date mailed on the application.
- Itemized Receipt. (only include applicable requirements)

– Retailer and/or Trade Ally business name
– Product and/or installation costs (materials, labor, service)
– Model numbers
- Third Party Payment Addendum for applicants who would like to forward payment to a third party not listed on the utility account.
- IRS W-9 Form, for any businesses and non-individual customers, including landlords, applying for incentives.
- For Standalone Heat Pumps:
– AHRI certificate
– Manual J load or equivalent load calculation
